QUALIFICATIONS

Kim has over thirty years of public service in law enforcement and public administration.  As Sheriff of Cabell County, he brought integrity to the Sheriff’s office, uncovering corruption within county government, turning evidence over to Federal authorities resulting in convictions and dismissals of county employees for crimes ranging from fraud to civil rights violations.  He secured funding to upgrade training, equipment and services, added personnel, and participated in the establishment of a cooperative street-level drug enforcement unit with other Federal and area law enforcement agencies.  He also established the highly effective “Don’t Horse Around With Drugs”  early education/prevention program.
